China acknowledges that anti-government riots have spread to other provinces. Human Rights Watch urges Nepal to stop crackdown on Tibetan protesters. Violence hit Tibet late last week with protests against Chinese rule. Tibet's spiritual leader Thursday said he was powerless to stop anti-Chinese violence as authorities in Beijing acknowledged for the first time that unrest had spread into neighboring Chinese provinces. The official Xinhua News Agency said there were &quot;riots in Tibetan-inhabited areas in the provinces of Sichuan and Gansu.&quot; Both provinces neighbor Tibet. The Xinhua report blamed the incidents on supporters of the Dalai Lama. On Thursday, Xinhua quoted police as saying officers opened fire and wounded four rioters &quot;out of self-defense&quot; on Sunday in what it called &quot;Tibetan-inhabited Aba County in southwestern Sichuan Province.&quot; On Wednesday, new video suggested that security forces in Tibet had yet to gain control of Tibet and neighboring provinces which have suffered eruptions of anti-Chinese violence since last week. Film of a crowd -- some on horseback -- attempting to storm a government building has been shot by a Canadian television crew that managed to gain access to a Chinese town in Gansu province despite attempts by Chinese authorities to keep foreign media away from the region. After they were repelled, villagers ran to a nearby school where they tore up a Chinese flag and replaced it with the Tibetan flag. That section of Gansu province is part of historical Tibet, but it is not inside what is now known as the Tibetan Autonomous Region. Tibetan monks at a monastery in Sichuan province sent word to exiled monks in Dharamsala, India, that two monks were arrested after they e-mailed photographs of monks killed in protests to the news media. Internet and phone service has since been interrupted to the Amdo Ngaba Kirti Monastery in Ngaba County, the exiles told CNN. The Dalai Lama has threatened to quit as head of Tibet's government-in-exile in Dharamsala if the violence by Tibetans spirals out of control. He also warned of the consequences of any attempts to push for independence from China. He met Wednesday with leaders of several Tibetan activist groups, including younger activists who demand Tibetan independence and hope to derail the 2008 Beijing Olympics. British Prime Minister Gordon Brown said Wednesday that Chinese Premier Wen Jiabao promised him he would be ready to talk with the Dalai Lama if the religious leader renounces violence and demands for Tibetan independence. It was not immediately clear if this meant the Chinese leader was ready to start that dialogue anytime soon. The Dalai Lama has repeatedly said he is not calling for Tibet's independence from China, but wanted &quot;genuine autonomy.&quot; The head of the Beijing Olympics said efforts by Tibetan activists to promote an international boycott of the Summer Games are &quot;doomed to failure.&quot; He also rejected demands by Tibetan activists that the Olympic torch relay be routed away from Tibet.I think that as Beijing Olympic is coming in just a few months the movement of Tibet&rsquo;s independence may be getting more intense. It&rsquo;s long been a problem that Tibet&rsquo;s Independence had gotten many China&rsquo;s harsh military crackdown. The tension between Tibet and China&rsquo;s government will still be very high. Ethnic Integration for the Tibetans to keep in good terms with the other part of China seems not likely to happen anytime soon. Expert says women afraid to report sexual harassment for fear of retribution. On a good day, Keri Christensen spends the day watching her children. She prepares their meals, gets them ready for school and helps them with their homework. But this housewife and mother of two is far different than most of the women living in her Denver, Colorado, suburb. She's an Iraqi war veteran, among the first women in the United States to be classified as combat veterans. Even though she's been home from the war for more than 2&frac12; years, she's now fighting another battle -- this one with depression, nightmares, sleeplessness and anger. She says all of it is caused by her time in Iraq. The Dow Jones industrial average (INDU) rose 420 points, its biggest one-day point gain since July 2002, for a gain of 3.5%. The broader Standard &amp; Poor's 500 (SPX) index added over 54 points, its biggest one-day point gain since Jan. 2001, for a gain of 4.2%. The tech-fueled Nasdaq composite (COMP) advanced over 91 points, its biggest one-day point gain since May 2002, for a gain of around 4.2%. Stocks had rallied ahead of the news as investors welcomed better-than-expected quarterly earnings from Lehman Brothers and Goldman Sachs. But the market stumbled in the minutes after the 2:15 p.m. ET Fed announcement, before recharging in the last hour of trade. The initial setback was likely a knee-jerk reaction because people looking for a bigger cut didn't get it, said Harry Clark, CEO at Clark Capital Management. However, after digesting it, Wall Street was perhaps realizing that 75 basis points was the right decision, Clark said, in that it suggest both that the Fed remains on top of the problems in the economy, but is not so panicked as to need to cut rates by a full percentage point. The Fed also cut the discount rate, which affects bank loans, by three-quarters of a percentage point, leaving it at 2.25%, after announcing an emergency quarter-point cut to that rate this weekend. In the statement accompanying Tuesday's decision, Fed policy makers acknowledged the continued strain in the financial markets, the softer consumer spending environment and labor market, and also talked about higher inflationary pressure.I think that Fed&rsquo;s three-quarter percent rate cut today may help stabilize the stock market. Also, better-than-expected earnings from Lehman Brothers and Goldman Sachs help boost the stock market. Without the aggressive rate cut in place, it&rsquo;s hard to stabilize the credit market. The economy is the top issue for Americans, CNN/Opinion Research Corp. poll says Nearly three-quarters of those polled think the U.S. is in a recession. Iraq ranks as the second most important issue, survey shows. Seventy-four percent of those questioned in a CNN/Opinion Research Corp. survey say the economy has entered a recession. That figure is up from 66 percent who felt that way in a similar survey last month. The number stood at 61 percent in January and 46 percent in October. It's no surprise then that the economy remains the key issue in the public's mind. By a 2-1 margin, it tops the Iraq war as the No. 1 issue for Americans in their choice for president. Democrats and Republicans seem to differ about the state of the economy. Nine in 10 Democrats questioned said the economy is in a recession, while 54 percent of Republicans agreed with that assessment. Iraq ranks as the second most important issue, at 21 percent, followed by health care at 18 percent, terrorism at 10 percent and immigration at 7 percent. Three in 10 of those questioned say the U.S. is in a serious recession, with an equal amount describing the recession as moderate. Sixteen percent call it a &quot;mild recession.&quot; So when will these economic blues likely go away? A majority of those polled, 53 percent, say the recession will last more than a year, 18 percent say it will continue for another six months to a year, and 2 percent say the economic downturn will be over in less than six months. Gold hits $1,000 an ounce for the first time. U.S. dollar hits 12-year low against yen, slumps to record low against the euro. UK FTSE 100 drops 1.9 percent. Paris, Frankfurt indices down more than 2 percent. Japan's Nikkei 225 falls 3.3 percent; Hong Kong Hang Seng plunges 4.8 percent. The price of gold topped $1,000 an ounce for the first time ever, and investors dumped the dollar which hit a 12-year low against the Japanese yen and slumped to new lows against the euro. Meanwhile, oil was also continuing its soar skywards, hitting $111 a barrel before sliding back to below $110. CNN International's Business Editor Todd Benjamin says the activity is all based on the belief that the U.S. is in recession. Gold futures reached $1,001 on the New York Mercantile Exchange before dropping slightly to $997.10. In uncertain times, it is seen as a safer bet for investors, and has risen 20 percent this year. Just as Fallon took over Centcom last spring, the White House was putting itself on a war footing with Iran. Almost instantly, Fallon began to calmly push back against what he saw as an ill-advised action. Over the course of 2007, Fallon's statements in the press grew increasingly dismissive of the possibility of war, creating serious friction with the White House. Last December, when the National Intelligence Estimate downgraded the immediate nuclear threat from Iran, it seemed as if Fallon's caution was justified. But still, well-placed observers now say that it will come as no surprise if Fallon is relieved of his command before his time is up next spring, maybe as early as this summer, in favor of a commander the White House considers to be more pliable. If that were to happen, it may well mean that the president and vice-president intend to take military action against Iran before the end of this year and don't want a commander standing in their way. The governor's statement came four days after federal prosecutors in New York announced charges against four people accused of running an international prostitution and money-laundering ring that catered to big spenders. According to prosecutors, Emperors Club VIP charged between $1,000 and $5,500 an hour and operated in New York; Los Angeles, California; Miami, Florida; London, England; and Paris, France. The criminal complaint about the ring did not name any customers, but authorities intercepted text messages, e-mails and telephone calls. On Monday, Spitzer apologized to his family and to the public for an undisclosed personal matter. &quot;I have acted in a way that violates my obligations to my family, that violates my or any sense of right and wrong,&quot; he said, as his wife, Silda Wall Spitzer, stood by his side. &quot;I am disappointed that I failed to live up to the standard I expected of myself,&quot; he said. &quot;I must now dedicate some time to regain the trust of my family.&quot; His statement came after a New York Times report based on a single unnamed administration official who said the governor had informed his staff he had been involved in a prostitution ring.
